Break through the 'bottlenecks' of responsibility and action.


The recent meeting of the Central Political Bureau emphasized the need to fully mobilize the enthusiasm of all parties and stimulate the intrinsic motivation for entrepreneurship. "When water is stirred, stones will make a sound; when people are motivated, their ambitions will be grand." It is necessary to strengthen positive incentives for cadres, fully mobilize the initiative and creativity of a wide range of cadres, prevent and correct inaction and irresponsibility, and build a high-quality cadre team capable of shouldering the great responsibility of national rejuvenation, providing guarantees for the comprehensive construction of a modern socialist country and the comprehensive promotion of the great rejuvenation of the Chinese nation.

Currently, a small number of cadres still face issues with insufficient intrinsic motivation. Some are unwilling to work, do not learn new knowledge or skills, do not understand the new economy or new industries, rely on past achievements to get by, shrug their shoulders when faced with work, and feel lost when encountering problems; some are afraid to act, avoid small problems and major conflicts, evade contradictions by taking detours, shirking responsibilities, and only acting when problems arise; some engage in false actions, putting in superficial effort and creating paper documents, focusing on visible achievements rather than substantive results, leaving names without real contributions, performing without doing real work, and erecting monuments without actual accomplishments, leading to new variants of formalism and bureaucratism.

The insufficient intrinsic motivation among cadres is due to a lack of firm ideals and beliefs, mental slackness, negative attitudes, and fear of inadequacy. There are also issues such as insufficient strength in positive incentives and inadequate methods of care and concern. It is necessary to establish and effectively utilize a positive incentive mechanism that values practical work, encourages responsibility, and boosts morale. A comprehensive approach should be taken to address the 'bottlenecks' in taking responsibility and continuously enhance the spirit of entrepreneurship.

"Those who aspire have the foundation for action." To encourage cadres to take initiative consciously, it is fundamentally necessary to strengthen their ideological foundation and reinforce their ideals and beliefs. The 'master switch' of ideals and beliefs must be tightened. The Party's innovative theories should be used to strengthen the ideals and beliefs of party members and cadres, with regular practice and reflection to enhance their sense of responsibility and spirit of progress. A correct personnel orientation serves as a 'guiding stick' for leading cadres in their work. Efforts should be made to accurately assess practical performance, explore establishing a performance list for cadres, comprehensively grasping their achievements historically and dynamically. Regular in-depth assessments should be conducted at the front lines to evaluate cadre responsibility and performance during major challenges. There should be increased accountability for those who are unwilling or unable to act, engage in false actions, act slowly or chaotically, conveying the direction and pressure that 'inaction leads to no position; failure to take responsibility leads to accountability.'

Being responsible for cadres and supporting them is the confidence that underpins their bold actions. Encouraging cadres to think boldly requires precise measures for error correction. It is essential to correctly understand the attitude, motivation, nature, degree, and consequences of errors made by cadres. An industry-specific error tolerance list should be explored to clarify which mistakes can be tolerated, which cannot be tolerated, how they can be tolerated, etc., calibrating the 'scale' for accurate direction. The constraints on grassroots levels must be loosened by addressing formalism to reduce burdens on them. Supervision and inspection work should be coordinated effectively while strictly regulating research activities. There must be strict prevention against policies that are disconnected from reality or frequently change like 'flipping pancakes,' measures from departments that do not connect well with each other or add layers unnecessarily with 'one-size-fits-all' approaches or unwarranted elevation of standards; even immediate results after deployment must be avoided.
